Assessing Europe’s sanctions against Russia

With the EU recently adopting its 21st package of sanctions against Russia, including new limits on energy exports and financial activity, questions remain about the effectiveness of Europe’s sanctions without stronger coordination from the United States.

In an update to their ongoing research, Robin Brooks and Ben Harris track the rapid expansion of EU and U.K. sanctions targeting Russia’s “shadow fleet” of oil tankers and examine what additional steps could further limit Russia’s ability to profit from oil exports.

AI taxes and the federal debt. As lawmakers debate new taxes on AI and data centers to prepare for future disruptions to the economy, a larger challenge is already here: the nation’s growing debt. Elena Patel and Tracy Gordon explain why a specific tax on AI is unlikely to solve the nation’s fiscal problems and suggest that strengthening existing tax policies may be more effective.

Nicol Turner Lee and Brooke Tanner explain how children’s privacy protections should serve as the on-ramp to a broader national data privacy standard, creating stronger safeguards for everyone online.
