Fees and Charges from 1 July 2024 |

Council's fees and charges have been updated as of 1 July 2024.
This includes a new fee for Pre-Application Advice. A non-refundable fee will apply to all requests for a pre-application advice. This fee provides for up to three hours of planner's time, which is intended to allow for the (review of supplied documents, attending meeting (if required)), and/or providing any advice in writing.
Any additional technical expertise requested/required for the pre-application meeting will be on-charged at the prescribed hourly rate; as will any planners' time additional to the three hours provided for within the initial fee.

Joint Planners and Consultants Forum |
|
Thanks to everyone who attended the inaugural joint council planners and consultants forum at the cargo shed last month. We had a great turnout and lots of good discussions, both from the presentations on stage and the tea and scones during the break.
Thanks also to all who provided feedback on the event. We've had a really positive response and will be looking to run another joint forum in November—watch this space.

Update on Plan Change 33 - Enabling housing supply |

Plan Change 33 - Enabling Housing Supply became operative in part on Wednesday 26 June 2024, pursuant to clauses 104 and 20 of Schedule 1 of the Resource Management Act 1991. This excluded the provisions relating to the zoning and heights within the Mount Maunganui North area and heights in Area F of the City Centre Zone, as they were subject to a ministerial decision.
The Tauranga City Plan was updated on Wednesday 26 June to incorporate the operative provisions of Plan Change 33 and can be viewed at cityplan.tauranga.govt.nz/eplan.
Council received the decision of Hon Chris Bishop, Minister Responsible for RMA Reform on Thursday 27 June. The Minister accepted the Council's alternative recommendation on increased building heights in Mount Maunganui North, and rejected the Council's alternative recommendation to limit building heights in Area F of the City Centre.
We are now working to incorporate these remaining changes into the City Plan, and will make Plan Change 33 operative in full on 17 July.

Flood Level Data Issues - Update from our April Issue |

As we reported in our April Panui, an issue has been discovered with the flood analysis available on Mapi that provides top water levels for flooding from intense rainfall.
This issue is due to LiDAR datasets used for modelling having outlier ground levels that are not consistent with LiDAR from previous or more recent years. This has resulted in flood levels either showing as below ground level or a flood depth appearing as less than what is represented on the mapping e.g. the flood depth calculates as less than 100mm when in reality it is greater than 300mm.
What are we doing to resolve this issue.
Top water levels have been removed from the Flood Hazard layer and the Flood Analysis layer in Mapi.
In our April issue, we advised that Mapi ground levels (spot heights) and the flood depth could be added to calculate the top water level. We found this method was producing inconsistent results across sites, and as a result, we are implementing the following process:
- If the top water level is sought to support a resource consent application, please send a request to DevEngPlanning@tauranga.govt.nz.
- If the top water level is sought to support a building consent application, please send a request to Deveng@tauranga.govt.nz.
Our Development Engineering teams will then assess the site alongside our water modellers and confirm the top water level. Depending on the information available for the site, this may take up to five working days to process, so it is advised that you factor this into your project timeline.
In the longer term our modelling will be updated, and top water levels will be added to Mapi again. An indicative schedule of modelling is available here: flood hazard modelling.

2024/25 Development Contributions Policy - live from 1 July |
|
On 1 July 2024, the 2024/25 Development Contributions Policy became operative. The new fees and rules will be applied to any building consents lodged on or after that date (where Citywide DC's are applicable). The new policy introduces a charging category, "Large residential dwellings". These are defined as any residential dwelling with 4 or more bedrooms.
The 2024/25 Citywide Development Contribution (CDC) for these dwellings will be $38,612 (plus GST if any).
Until the end of June 2024, any building consents for a residential dwelling with 4 or more bedrooms will be treated the same as a 3-bedroom dwelling as per the 2023/2024 DC Policy and will pay a Citywide DC of $30,006 (plus GST if any).
The Citywide DC for other residential dwellings, with 3 or less bedrooms, will be remaining similar to the current fees - full table with comparisons is set out below as well as all Local Development Contribution changes. |
